Job Description

We鈥檙e looking for a strategic and solutions-oriented Legislative and Regulatory Counsel to join our Government and Industry Relations team. In this role, you鈥檒l play a key part in shaping a fair and effective legislative and regulatory environment for the insurance industry.

You鈥檒l provide legal and policy guidance, lead advocacy efforts, and help drive regulatory strategy across multiple jurisdictions. Collaborating closely with internal teams, industry partners, and government stakeholders, you鈥檒l work to advance organizational priorities, navigate complex compliance issues, and support sound public policy.

Key Responsibilities
  • Advocate and engage with members of state legislative and executive branches to advance organizational priorities.
  • Partner closely with internal business teams and the Law Department to develop and implement both state-specific and nationwide legislative and regulatory strategies.
  • Identify, cultivate, and sustain coalition partnerships to strengthen advocacy efforts and promote effective lobbying initiatives.
  • Collaborate with outside counsel, state and national trade associations, and lobbyists to align on strategy and execution.
  • Draft, review, and disseminate information on pending legislation and regulations to both internal stakeholders and external partners, driving informed advocacy strategies.
  • Communicate updates on enacted legislation to business and compliance teams to ensure alignment and operational readiness.
  • Prepare and deliver testimony for legislative and regulatory proceedings, representing the organization鈥檚 interests with clarity and professionalism.
  • Manage budgets related to political action committees (ALLPAC) and corporate contributions with transparency and compliance.
  • Participate in Market Conduct Examinations, Investigations, Compliance Reviews, and complaint resolution processes as necessary.
  • Lead conversations and negotiations with regulatory authorities and government agency leadership, serving as a key liaison to facilitate communication and secure approvals for rate filings, form filings, and other critical initiatives.
  • Serve on cross-functional compliance and special subject matter teams to provide expert legal and strategic counsel.
  • Collaborate across teams to develop and implement strategies for resolving compliance challenges effectively.
  • Provide senior leadership with regular updates on legislative and regulatory trends, analysis, and advocacy recommendations.
  • Willingness to travel within the Mid-Atlantic region (MD, NJ, PA, DE & Washington, D.C.) and occasionally beyond for engagements such as state trade association meetings, advocacy at state legislatures, regulator meetings, and business unit collaborations.

Education

鈥 Juris Doctorate and active membership in good standing within state of practice

Experience

鈥 10 or more years of experience

Compensation

Compensation offered for this role is $141,800.00 - 219,200.00 annually and is based on experience and qualifications.

The candidate(s) offered this position will be required to submit to a background investigation.
